The Bible claims that all the Words in Scripture are God's Words. "Thus says the Lord" is written hundreds of times and it is seen both as the Words of Written Scripture, and The Words of God. furthermore God often spoke through His prophets, and He moved them to write down His words. This is known as Inspiration.
