The psalmist does not refer to God as Yahweh (covenant keeping), only Elohim (strong one) and Adoni (master). He recognizes God's past displays of power and authority, but is struggling with God's abandonment of Israel - where's is the covenant keeping God? The Psalmist proceeds to rebuke God, blaming Him for improperly allowing Israel to suffer a humiliating defeat under her enemies. Israel claims to be innocent, asserting that God is at fault and needs to "wake up!" and do His job. This is exactly where America is at today.
