The message of reconcilation meets men as a promise, which, if they beleive, will join the to Christ in whom they become the righteousness of God in Him. Unbeleivers who hear the gospel are being offered a promise of reconciliation so that they "might become" Christians - joined to Christ & reconciled to God.
