Paul affirms that the old covenant had glory, but its glory is eclipsed by that of the New Covenant (vv. 7-11).
Paul's convictions give him hope that leads to boldness in ministry (v. 12).
Using Exodus 34:29-35 as a backdrop, Paul argues that Moses veiled himself to conceal the fading or temporary glory of the old covenant (v. 13).
Still he is bothered by the fact that many, including many of his fellow Jews, do not recognize that Jesus is the Christ. Why do they not see and understand? Their eyes are blinded by a veil. Here we find the Biblical basis for the doctrine of illumination (vv. 14-15).
Paul does not leave things here, however. He argues from plight to solution. The veil is removed as the believer turns to Christ (vv. 16-17).
Finally, Paul describes the process of sanctification as the believer moves 'from glory to glory' (v. 18).
