Repentance is not being sorry. Miserable people are often really sorry. People who hurt others by their actions are often vary sorry. Just not sorry enough to change. Not sorry enough to humble themselves and throw themselves before the Father. Even brokenness is not enough. It is a good condition for God to work in your life, but we need to get to repentance and surrender. A true giving up of self before God. The righteous cry, and the LORD heareth, and delivereth them out of all their troubles. The LORD is nigh unto them that are of a broken heart; and saveth such as be of a contrite spirit. Psalm 34:17-18 KJV
