Paul gives reasons why people reject the gospel. In Chapter 9 he puts the "blame" on God's election. God has not chosen them to accept the gospel. its not so much that they have rejected God but that God has not elected them. Salvation is not depended on human desire or effort but on God who has mercy on whom he has mercy. The hardening of human hearts is a deliberate act on the part of God. God is in absolute control in all situations. nothing happens by accident but rather God raises us up to accomplish His purposes.
