Shepherding is part of the imagery, but it is not the only theme of the Psalm. We are not to just think of stinky, stupid, sheep and the need of a Shepherd. This is a Psalm of God's sovereign rule and your need to fully trust in Him.
You must trust God entirely and you may because Jesus fully trusted in God His Father and was protected and delivered.
