I have divided the book of Isaiah into two parts: chapters 1-39 is about the condemnation of the world system as seen in the defeat of Assyria and Babylon. Chapters 40-66 is about the consolation of the remnant of God's people and the establishment of His kingdom.
Isaiah 40 in particular introduces this consolation after the declaration (39) that Judah will be taken captive by Babylon.
The chapter begins with a promise that the people of God will be delivered from forced conscription (warfare) and pardoned from the guilt of iniquity. How? When Jesus comes (vv. 3, 4). This passage is quoted in all four gospels as relating to John the Baptist, forerunner of the Christ. This declaration is assured because "the Word of our God will stand forever (vv. 6-8). This assurance is backed by the sovereign God who declared it (vv. 9-26).
The reader is then challenged to wait on the Lord (vv. 26-31).
