The second section of chapter 14 continues Paul's discussion of tongues and prophecy and builds on his insistence that these gifts - as all of the Spirit's gifts - must serve the Spirit's work of edification. But here Paul introduced a new element to his consideration, namely the possibility of unbelievers being present when the church assembles. The Corinthians needed to regard and employ the Spirit's gifts properly, as His instruments for His work of building the Church as the dwelling of the triune God. But this work pertains to unbelievers as "stones" to be gathered in and not simply to the saints who have already been built into God's sanctuary (1 Peter 2:4ff).
