In Romans 3:21-26 Paul reveals two realities about the righteousness of God as He explains how believers are justified by faith in Jesus. The righteousness of God is revealed and available in a certain way in the new covenant: revealed apart from the law (though promised in the Old Testament (v.21), and available through faith in Jesus Christ for all who believe in Him (v.22). The righteousness of God solves the universal problem of sin: The problem--everyone sins and falls short of God's glory (v.23); the solution--redemption offered in Christ Jesus brings the grace gift of being declared righteousness (v.24). How? By putting forth Jesus as a bloody sacrifice that would satisfy God's wrath and turn His wrath into favor toward those who have faith in Jesus (v.25a). Why? In order to show God's righteousness in spite of the fact that in the old covenant He graciously passed over sin as He looked forward toward the cross (v.25b). For what result? So God would be both the Just One and the Justifier of those who have faith in Jesus (v.26).
