If we think God's distinguishing mark for His visible church (baptism) is a sign that identifies members of His invisible church, we will misunderstand the covenant sign. God has ordained that the tasks and the battles that the visible church carries out in His name are done by two different classes of people--one class is saved and the other is not, yet they work together doing God's will. Those in the visible church who are not saved are still set apart from the rest of the world. They contribute toward the out working of God's plans for what He will accomplish through the visible church and thus, they partake of the sign and privileges of God's covenant community. It was God who designed what the makeup of the visible church would be like and how this covenant community would function for His glory.
