This passage recounts the first plague that Egypt is struck with, all of their waters whether flowing, in ponds or in buckets is turned into blood. Moses met Pharaoh at the brink of the Nile with the rod that had turned into the serpent. This time, Moses is not to wait for Pharaoh to ask. Instead, he is to declare to Pharaoh that because Pharaoh would not let God's people go and worship Him, that Moses will smite the waters with his rod and they will become blood. Moses commanded Aaron to stretch out his hand against all the waters of Egypt and when he did so, they all became blood. Even the water that was in buckets became blood. Things cannot survive in blood, so all of the fish of the river quickly died. While the current would wash the blood of the river away, some of the dead fish would be caught along the river banks, so the rotting fish began to stink. The Egyptians loathed to drink the water from the river. God had proved that it was by His mercy that they existed, but instead of humbling themselves before God, the magicians of Egypt just turned water into blood with their enchantments. It was probably a very localized and not over the whole land, but it was enough for Pharaoh to use as an excuse to reject the evidence of God's power rather than accepting it. We need to recognize how often we reject the evidence of God's power and chastisement, instead of humbly submitting to it.
