"One witness shall not rise against a man concerning any iniquity or any sin that he commits; by the mouth of two or three witnesses the matter shall be established." (Deut. 19:15; cf. also Matt. 18:16) This timeless principle of justice spans the Testaments, that no one is to be condemned upon the basis of only one accuser. There must be the corroborating testimony of one or two others at least before sentence can be passed. In the 64 verses that make up Romans 1:18-3:20 Paul is showing us that the whole world, Gentile and Jew alike, is unrighteous and is therefore subject to the just judgment of God. He has called one witness to the stand to prove this: the witness of creation. Now he calls forth a second witness against the ignorant Gentiles, and even a third witness against the enlightened Jews. All men have at least two witnesses against them testifying to their guilt: God's creation and man's conscience. But for us who have the written Word of God in our own language, there is a third witness rendering us more guilty than the rest: God's commandments. We have no hope of escaping the wrath that is to come save through the blood and righteousness of Jesus Christ received by grace through faith in His Name!
