This is a story about a nation in isolation. Just before this story there had been a sudden plague which had killed 14,700 and in effect rendered the entire nation ceremonially unclean and therefore unable to enter into the regular life of the community.
But the Lord makes this provision, a way in which the defilement of death can be dealt with. He instructs them to make an unusual sacrifice outside the camp, to reduce to ashes a red heifer and then mingle the ashes with clean water to be used for purification.
