While the first two sin offerings are about access to the Holy of Holies and prayer, the other two sin offerings are about judgment. Instead of the blood being sprinkled before the veil separating the Holy Place from the Most Holy Place and anointing the horns of the altar of incense, it is used to anoint the altar of burnt offering. The text still says that the sin will be forgiven them, so God will not hold them accountable for the sin that they offered the sin offering for atonement. The purpose of the offering is to remind Israel of the judgment to come rather than reconciliation to the Father.
