Men are forgetful. Or full of forgetfulness. We don't remember. We are inclined to forget. We forget God. We neglect God. The Israelites were constantly charged with the neglect of this One who delivered them from the oppression, the bondage of the Egyptians. So here in Genesis 8, Moses sets forth that contrast in part. God is the One who remembers. Man forgets and neglects. Think of it this way, and keep this in the back of your mind as we go through this post-flood passage: God establishes and values the relationship He Himself has created with His children. And He is the One who continues to pursue it. When everything man has done to date was to reject God (to reject the relationship . . . to seek after the creation and not the creator), the Creator God remembers. Remembering then, is in a significant sense, God’s pursuit of man. God pursuing His plan of redemption. God going after His children who stray. Remembering even in the context of sin. Even when we neglect, God remembers.
