To "rule over" is a combination of words that are very offensive to a rebellious generation. Nevertheless, it is the way God, in divine wisdom has arranged things for us. To "rule" literally means "to lead; to speak or command with official authority." No group of people under any circumstances can function for long, or accomplish anything, without a leader. There must be an authority that itself is also under authority. The Scripture tells us to remember them, and to esteem them very highly in love for their works sake. They watch for our soul, as they must give account to God. We are to make their job easier and harder.
