In these verses Paul tells us that Jesus became a servant of the circumcision for two reasons: 1. To fulfill the promises made to the (Jewish) fathers, and 2. To cause the Gentiles to glorify God for the mercy shown to them. He then proceeds to quote four texts from all three divisions of the OT Scriptures to show that the Old Testament is pregnant with Messianic expectation and with the anticipation that the Gentiles would be grafted in to become part of God's covenant people.
