If God's sovereignty means anything, then it means He is sovereign over everything. Both good acts and evil acts are orchestrated by God to fulfill His ultimate purpose. This doesn't mean man is unaccountable for his sinful deeds. But it does mean that God's power reigns over man's sin. Job and Stephen both give us examples of God using evil for His greater good. This doesn't mean we should seek evil. But it does mean we should bow in wonder at God's glorious ways.
