Working from the end to the beginning, God issues a promise –I will do it. When God makes a promise, He bases it not on high hopes or expectations that if everything works out He will do His best under the circumstances and with no unforeseen developments, to bring it about. NO! When God makes a promise it is based on His sovereign plan and purpose to bring it about. His promises are solid; they await certain fulfillment.

We know this to be true because God’s promises are from Him –I have spoken. His Word does not return void but rather accomplishes exactly and precisely what it means to accomplish. God’s Word brings about what it commands; it brings to fulfillment what it promises. God says, “let there be” and there is!

The certainty of the promise and the power of the Word are both grounded in the One who is speaking – I am the Lord. His Word will endure and His promises will come true because it is the Lord, the Almighty, the Sovereign One who speaks.

All of this is absolutely true of all the promises of God, however, what makes this promise leap off the page is that it is given in the context of the New Covenant, vv26-27. In other words, God has promised to give a new heart, a new spirit, put His Spirit within us, and cause us to walk in His ways. He will do it. He has spoken. He is the Lord.
